it was solid advice. not quite a rule.
a rule has consequences from you for breaking it.
"if you trust older guys, I will ground you."

"don't trust older people" is based on your fear 
the older guys might hurt her

[He can hear you laughing, Regina. Doesn't matter if it's in his imagination, he can hear you laughing in every letter of your text. When Neil was a sixteen year old dude, he was still nursing burns and cuts from his magic lessons while he tried to figure out how to heal himself and all while trying not to get caught staring at the cook's twin daughters as they hurried off to the castle baths--both of them dragons, their mother a soldier in the Night Dragon's personal guard.

He could not only not sympathize with the plight of a teenage girl, he knew he was right about other guys his age, and that tower he was still contemplating locking Charlie in was definitely still an option.]

there may have been a promise of consequences

on the child

rules should focus on the child's behavior--things they can control

Charlie can't control what boys think about her

try a rule that requires her to introduce you to potential
dates if they plan anything more serious than getting coffee

she doesn't hate you
howling means she took you seriously and cares what you think

don't panic
she had a dad even if he's gone now
you stepped into dad place too fast
be her friend first
she'll come around

might help to intro her to other friends of yours
show her you trust her to have input on your life too

[ Regina's aware of the irony of her giving parenting advice, but she's grown as a parent a lot. She's also aware that 'his other friends' pretty much include her. It's all right. She wants to meet Charlie. ]

Robin allowed her to love his son and share in raising him, but Robin's thoughts on what that looked like predominated. Here was something different, a man who had fallen in love with a girl who needed a family, and who believed she could help. He believed in her. ]
