Does your character have any close ties to existing canon characters?

Why do you think your character would work in this setting?
Regina will be fluxing in. Being in a new place, especially in the moment I'm taking her from -- an attempted self-sacrifice to save Emma -- will be both unexpected and not. Not, because she thinks she's about to have her heart consumed by Chernabog, so she expects to die. Unexpected, because New Dodge isn't hell, where she assumes she belongs.
As someone who grew up and lived most of her lengthy life in a medieval setting, she'll find New Dodge acceptable if not up to her own somewhat silky royal standards. It isn't her ideal, but one of her most consistent qualities is resilience. Once she learns she's stuck for four-to-six months, she'll find out what the place needs and then turn her hand to what she's skilled at. And, because of where she's from in canon, she will rapidly become committed to helping and protecting the people in this town as part of her self-imposed penance.
Once she accepts that she's in a divergent timeline, and she hasn't abandoned her son like Robin and Roland abandoned her, Regina will want to stay past her six months. By that time, I expect she'll have grown so attached to little Hope and the VKs that you'd have to force her to return home.
How do you plan to expand their CR?
First, when it comes to relationships, Regina doesn't have a comfort zone. Now that she's gone good, every day that involves people is a new adventure. So pushing her outside her comfort zone is just a matter of her being there. Of course, Emma, Hook, Jefferson (and Tilly, if she's actually there, since she's not on the Taken list) form a comfort zone in that she knows them already.
The first step in expanding her CR will be to meet their closest friends (and vet them, to make sure they pose no threat to baby Hope), but almost more importantly, meeting Evie, who is an alternate universe version of the child she refused to have. As such, Evie stands in the place of her adopted son Henry. She can't replace Henry, but she'll certainly fill up a hole in her heart. Mal is the alternate universe daughter of one of her oldest and closest friends, Maleficent, who'll she both feel obligated to and want to protect. From Evie and Mal, I hope she'll be brought into contact with any incoming Villain Kids or Disney Descendants, to help continue her journey of redemption. She'll want to help these kids who are more like her than she is like their mothers and take care of them.
Regina isn't exactly a social butterfly, but as both Queen and Mayor, she has learned the importance of attending community events and trying to put on a good show for other people. Even if she's not an important personage in New Dodge, she will always conduct herself like one. So she will get out and meet people, learn about them, and see how or if they can work together.
Not the type of woman to have tons of friends, whenever I've played her, she always manages to make at least one friend that I would never have seen coming, and tends to know everyone in her extended social circle.
What will your character do for work?
Initially, I imagine Regina will work in the greenhouse. She's better with plants than people. She'll also acquire farmland, if and when she can so that she can grow her own fruit trees (apples especially) and magical plants. Eventually, I also hope for her to open a boarding house or boarding ranch for unattended children and teens.

Since Regina is fluxing in, she'll have only:
* the clothes she's wearing
* the jewelry she's wearing
* a small cross-body clutch with lipstick, mascara, eyeliner, her credit cards, $35 in cash.
However, it should be noted that Regina is capable of both transmutation magic and conjuration magic (among others), and she often magically changes her outfits on a whim. If she's not going to lose those powers, then her 'inventory' is more or less arbitrary. I won't abuse it to have her spin tons of straw into gold or anything, though her abilities will probably function to give her the kind of head-start that those who get time to plan their trip might come up with.
